For Mississippi, 16% of adults can't read compared to, say, Vermont (which also has a large, rural, low-income population [and is my home state]), which is at 7% (all numbers are from 2003). For 1992, Vermont was at 11% and Mississippi was at 25%. Interestingly, both states have reduced their adult illiteracy rate by about 36%.
